Can I use ElevenLabs voices and music in my game?
Short answer: Voices and sound effects: yes on any paid plan. Free accounts are for non-commercial use only. Music has an extra rule: self-serve plans allow commercial use 'except film, TV, radio, and Studio Games'. Your game is fine while it qualifies as an Indie Game (under $500,000 lifetime revenue, from a developer earning under $1M a year from games). Bigger games need an Enterprise Music plan.

"if you access or use our Services through a paid subscription plan (such a user, a “Paid User”), you may use the Services for commercial purposes"
"All online and offline commercial use permitted, except film, TV, radio, and Studio Games"
"“Indie Game” means a game that, together with all of its versions, editions, and downloadable content, has generated revenue of less than $500,000 since its first commercial release"
"If a game ceases to qualify as an Indie Game, you have 60 days from that date to obtain a plan that permits use of Output in a Studio Game"

What it means for your game
- Free plan: non-commercial only. The Music Terms' rights table also lists Free plan music downloads as not permitted.
- Paid plans, voices and SFX: commercial use allowed under the Terms of Use (updated Oct 9, 2026).
- Paid self-serve plans, music: allowed in an Indie Game, not in a 'Studio Game'. A Studio Game is any monetised game that isn't an Indie Game.
- If your game takes off: once it stops qualifying as an Indie Game you have 60 days to move to a plan that covers Studio Games. Copies distributed before then can keep the music.
- Steam: AI voice and music are shipped content, so declare them.
